Congress has the power to create laws. Within Congress, you have the House of Representatives and the Senate. A bill to become law must get introduced in either the Senate or the House of Representatives but must pass both the House and the Senate in to get sent to the president, who then has the final vote on whether or not the bill introduced becomes a law.
